Cookiebot alternative: subpage-based pricing and features compared
Cookiebot, published by Usercentrics, is one of the most widespread consent management platforms (CMPs) in Europe. Its billing model, per domain and by number of subpages, often comes as a surprise with the first invoice. This article compares its public offers with ours, those of Consenteer, without glossing over the areas where Cookiebot is better equipped.
Transparency first: we publish Consenteer, which appears in this comparison. The information on Cookiebot comes from its public pricing page, checked on November 5, 2026. That page shows no update date, and plans change: always check the vendor's site before deciding.
Cookiebot's plans at a glance
| Plan | Price | Volume (subpages per domain) | Domains |
|---|---|---|---|
| Free | 0 € | Up to 50 | 1 |
| Premium Lite | 7 €/month | Fewer than 50 | 1 |
| Premium Small | 15 €/month per domain | Up to 350 | Several, billed separately |
| Premium Medium | 30 €/month per domain | Up to 3,500 | Several, billed separately |
| Premium Large | 50 €/month per domain | Up to 7,000 | Several, billed separately |
| Premium XLarge | 90 €/month per domain | Over 7,000 | Several, billed separately |
| Usercentrics Advanced | On quote | Billed in sessions | Unlimited |
Prices are in euros, monthly, excl. VAT. The page shows no annual price. One point of caution: the page's FAQ suggests that the Small plan is reserved for accounts with at least four domains, while other passages simply speak of a price per domain. Check this condition before budgeting.
A metric that does not measure traffic
Cookiebot bills according to the number of subpages, that is, the number of unique URLs on your site found during its scans. It is therefore not your audience that determines the price, but the size of your site: a blog with 4,000 articles lands in a higher tier than a 300-page site, even if it receives ten times fewer visitors. If your site exceeds the tier at the end of a cycle, the subscription automatically moves to the next tier up.
With us, the quota is counted in page views per site: a page view is one load of the banner, like the page views of an audience measurement tool. We never cut the banner off when you exceed it: you are alerted, and nothing is interrupted. The two models are therefore not directly comparable, and that is the first point to keep in mind: a small, heavily visited site will cost less with Cookiebot, while a large, little-visited site will cost less with us.
Each domain is billed separately
With Cookiebot, each domain has its own subscription. Subdomains count separately (boutique.exemple.com is one more domain), whereas exemple.com and www.exemple.com count as one. Subfolders (/en, /it) do not count separately.
With us, one plan covers several sites, and a domain and its subdomains count as a single site. Take three sites of fewer than 3,500 pages each:
| Cookiebot | Consenteer | |
|---|---|---|
| Plan | Premium Medium, one subscription per domain | Starter |
| Sites covered | 1 per subscription | 3 sites |
| For 3 sites | 3 × 30 € = 90 €/month | €9/month excl. VAT |
| Volume | Up to 3,500 subpages per domain | 50,000 page views /month per site |
This calculation remains indicative: the two metrics differ, as explained above. If one of your sites is small (fewer than 50 pages), Premium Lite at 7 € remains a very economical option for that particular site.
Features, tier by tier

Where Cookiebot is ahead
- IAB TCF. Cookiebot offers it on Premium (version 2.4 according to the page). On our side, it is planned as an option of the Pro plan, but we have not delivered it yet. If you run programmatic advertising, this is a decisive criterion, and for now Cookiebot meets it better than we do.
- Number of languages. Cookiebot advertises over 47 languages. Our banner is multilingual, but we do not claim to match that catalog: check that your languages are included before choosing.
- Usercentrics ecosystem. For a group that needs a very broad enterprise offer (billing in sessions, unlimited domains), Usercentrics' Advanced plan covers needs that we do not address today.
- Reputation and references. Cookiebot is present on a very large number of sites and most agencies know it. That is a real advantage when a tool has to be approved internally.
What sets us apart
- One plan covers several sites, with a quota per site, rather than one subscription per domain.
- A price that does not depend on the size of the site: the number of subpages does not enter our pricing.
- The full compliance foundation from the free plan: banner editor, Consent Mode v2, GPC signal, automatic blocking, consent log with CSV export, cookie scanner.
- Hosting in Europe, with no data leakage to third parties: no Google Fonts, geolocation computed on our servers, IP addresses never stored in clear text.
- Clearly displayed prices excluding taxes, with online payment and cancellation at the end of the paid period.
Switching CMP: how to go about it
- Export your history first. Your consent register is your proof under Article 7 of the GDPR. Export it before canceling, and keep it.
- Scan your site with our cookie scanner to list what it actually sets, rather than reproducing an outdated configuration.
- Recreate the banner from the dashboard: colors, texts, languages.
- Replace the snippet with ours (or install the WordPress extension), then check in a private browsing window that no tracker is set before the visitor's choice.
- Cancel the old subscription once the new banner is validated, so as not to leave two CMPs active at the same time.
How to choose
Cookiebot remains a good choice if you need TCF, a very large number of languages or a broad enterprise offer. We are a better fit if you manage several sites, if your site has many pages, or if you want a clear price that does not depend on the number of URLs. To compare with another French solution, see our article Axeptio alternative, or our CMP comparison.
