Which CMP to choose in 2026? Axeptio, Cookiebot, CookieYes, Termly, iubenda compared
Choosing a consent management platform (CMP) is more complicated than it looks: each vendor bills on a different metric, and the advertised prices hide very different models. Here is a comparison of the main offers on the French-speaking and international market.
Transparency first: we publish Consenteer, which appears in this comparison. The information on the other solutions comes from their public pricing pages, collected in June 2026; it may have changed since, so always check the vendor's website.
Metrics that are hard to compare
First pitfall: the included volumes do not measure the same thing from one vendor to another.
- Page views (Cookiebot, CookieYes, Termly, iubenda): every page loaded counts. The quota often applies to a single domain.
- Unique visitors (Axeptio): each visitor counts once per month.
- Page views per site (Consenteer): a page view is one load of the banner, like the page views of an audience measurement tool. The quota applies to each site: Starter includes 50,000 page views for each of its 3 sites, i.e. 150,000 in total. Subdomains are included (
boutique.exemple.comis covered byexemple.com) and, beyond the cap, the banner keeps being served: it is never cut off.
For the same nominal quota, these metrics do not represent the same real traffic at all. This is the first point to clarify when facing a price list.
The second pitfall: per-domain billing
Most CMPs bill per domain: each additional site requires an additional subscription. For a small business with a showcase site, a shop and a blog on separate domains, or for an agency managing its clients' sites, the advertised price must therefore be multiplied.
A few offers group several sites in a single subscription; this is the Consenteer model (1 to 10 sites depending on the plan, unlimited in Enterprise, with a page view quota specific to each site).
The comparison (public pricing, June 2026)
| Solution | Free plan | Entry level | Included volume | Billing |
|---|---|---|---|---|
| Axeptio (FR) | 200 visitors/month | Small €29/month | 5,000 page views; Medium €69 for 100,000, Large €129 for 500,000 | per project |
| Cookiebot | limited to very small sites | Premium from about €30 to €90/month depending on the number of subpages | by subpage tiers | per domain |
| CookieYes | 5,000 page views (with branding) | Basic $10/month | 100,000 page views; Pro $25 for 300,000, Ultimate $55 unlimited + white-label | per domain |
| Termly | 10,000 page views | Starter $10/month | Pro+ at $15/month | per domain |
| iubenda | — | Essentials $6.99/month per site | 25,000 page views, 1 language; up to Ultimate $119.99 | per site |
| Consenteer (FR) | 1 site, 10,000 page views/month, full foundation | Starter €9/month excl. VAT | 50,000 page views per site and 3 sites; Pro €29 excl. VAT for 200,000 page views per site, 10 sites and white-label | per account, multi-site |
Three takeaways from this table:
- Volume per site. With Consenteer, the quota is counted per site and not per account: three sites on Starter total 150,000 page views, whereas per-domain billing requires three subscriptions.
- Multi-site. At €29 per month, most offers cover a single domain; Consenteer's Pro plan covers ten.
- White-label. Removing the vendor's mention is often reserved for the most expensive plans; it is included from Pro at Consenteer, and from Ultimate ($55) at CookieYes.
Beyond price: the criteria that matter
A price does not make compliance. Before choosing, check:
- Native Google Consent Mode v2, essential if you use Google Ads or Analytics (our guide);
- automatic blocking of scripts before consent, without fragile manual configuration;
- exportable proof of consent, required by GDPR article 7 (what it must contain);
- CNIL compliance of the banner itself: refusal in one click at the same level as acceptance (the requirements in detail);
- where your data goes: hosting in Europe, no resources loaded from third parties, handling of IP addresses;
- behavior when the quota is exceeded: some offers cut off the banner or the service beyond the quota. Check this, because a banner that is cut off means trackers without consent. At Consenteer, the cap is soft: an alert, never a cutoff.
In summary
To compare CMPs seriously: bring the quotas back to your real traffic according to each vendor's metric, multiply the price by your number of domains, and check that the compliance foundation (Consent Mode v2, automatic blocking, exportable proof) is complete from the plan you are targeting, and not reserved for the top tier.
Consenteer covers several sites from €9/month excl. VAT, with the full compliance foundation in every plan, including the free one. See pricing or create a free account.
